On 6 June 2022 in the third hearing State Duma approved a Federal Law “On amendments to the Federal Law “On amendments to certain legislative acts of the Russian Federation “On personal data” and other legislative acts of Russian Federation and on the declaration of voidance of section fourteen article 30 of the Federal Law “On banks and banking operations”

On July 06, the State Duma adopted in the third reading a draft federal law establishing the conditions for the transformation of branches and representative offices of foreign companies in Russia into Russian limited liability companies (the “Draft law”) .

On 5 July 2022 the State Duma approved in the third reading a draft law No. 11662-8 “On amendments to art. 6 of the Federal Law “On trade secrets” and art. 45 of the Federal Law “On medicines circulation”, under which the Ministry of Industry and Trade will be granted access to trade secrets of medicines ьmanufacturing.

On June 29, the State Duma adopted the draft federal law “On control over the activities of persons under foreign influence” in the third reading.

The Ministry of Industry and Trade partially legalized parallel import in Russia by approving the Decree No. 1532 of 19 April 2022 “On goods admissible for parallel import, that shall not be restricted by art. 1359(6) and 1487 of the Civil Code” . The list includes well-known brands of cars, home equipment, smartphones, etc.

On June 21, 2022 State Duma approved in the third hearing a draft law No. 127049-8 “On amendments to the article 18 of the Federal Law “On amendments to certain legislative acts of the Russian Federation”, which eliminates the possibility of civil, administrative and criminal liability for parallel import of goods.

On June 10, 2022 the Government of the Russian Federation submitted to the State Duma a Federal Law “On amendments to certain legislative acts of the Russian Federation and on establishing the specifics of regulating corporate relations in 2022” (the “Draft Law”).

The new sanctions measures have affected the sphere of consulting services – now their provision on the territory of the Russian Federation is significantly limited.

The Russian Government adopted Regulation No. 947 “On the use of an invention to produce of a medicine in the Russian Federation for its further export without the patentholder consent” on 25 May 2022. The Regulation establishes the procedure for issuing export licenses, as well as the methodology for calculation of the sum of compensation to patentholders.

On the 24th of May 2022 State Duma approved in the first reading a draft law No. 101234-8 “On amendments to the Federal Law “On personal data” and other legislative acts of Russian Federation on the matters of protection of personal data subjects” (the Draft). The Draft was created in order to increase the protection of privacy of the subject of personal data.
