Starting from November 19, 2022, the list of exceptional grounds for conducting an unscheduled audit of the company in 2022 will be expanded. It will also include cases of large-scale non-payment of salaries to employees for more than one month.

The Government approved amendments to the Decree No. 851 dated 11.05.2022, updating the list of legal entities of foreign states, in respect of which special economic measures are applied.

Starting from November 4, 2022, a new ground for employment termination has been added to the Labor Code of the Russian Federation – the employer's conscription for military service on mobilization. This ground is included in Article 83 of the Labor Code, which provides for cases of termination of an employment contract by reason of circumstances which are beyond the parties' control.

In October 2022, the European Commission approved the eighth package of sanctions against Russia. Among other restrictions it established a ban on the provision of legal services to Russian companies. A few weeks later, on October 24, the European Commission published answers to frequently asked questions including explanations as to what kind of legal services fall under the ban and whether the extension of sanctions to this sphere does not entail restrictions on the right to protection.

The Ministry of Industry and Trade approved new amendmends to the Decree on goods admissible for parallel import. That is the 4^th edition of this Decree.

Procedural codes are amended so that powers of prosecutor are extended. These amendments come into force on 18^th October 2022. These changes, among others, reflect new realities connected with the economic sanctions against Russia.

Under the Presidential Decree No 756 dd 19.10.2022 in accordance with the Law on Martial Law Status martial law is introduced in Donetsk and Luhansk Republics, Zaporozhye and Kherson Regions starting from 20.10.2022.

The President signed the Decree which introduces additional restrictions on transactions with persons from “unfriendly” states.

Partial mobilization has been announced in Russia since 21 September 2022, under terms of which several citizens can be called up for military service. However, the law, and subsequently explanations of representatives of authorities, established cases when a deferral from conscription is granted.
