On July 9, 2019 the Plenum of the Supreme Court of the Russian Federation approved the Resolution. № 4 “On the application of private international law by the courts of the Russian Federation” (hereinafter — the Resolution).

Under the Decree of the Government of the Russian Federation No. 1556 dated December 14, 2018 (hereinafter — Decree No. 1556), monitoring system of the medical drugs circulation should become effective from the January 2020 with the exception of medical drugs for healing high-cost ICD diseases, which have already been monitored from October1, 2019.

On December 2, 2019, Federal Law No. 405-FZ entered into force. This act significantly increases administrative liability for violations of the requirements on the localization of databases containing personal data of Russian nationals. The localization requirement was first introduced into the Russian legislation in 2014 and imposed an obligation to locate servers with the personal data of Russian nationals only in the territory of the Russian Federation.

In September the draft law was amended with a new provision on the creation of Register of pharmacologically active substances. Under this provision, Rospatent will keep the publicly available Register of pharmacologically active substances protected by patent.

On June 3, 2019, the Judicial Chamber on civil cases of the Russian Supreme Court issued a ruling in a case between «Ormatek-Privolzhie» Limited liability company (“Company”) and Ramazanova I.N. in connection with the concluded refund agreement. This ruling reflects the Supreme Court’s opinion on the procedure for compensation of damage caused to employer by its former employee.

In December 2018, the Constitutional Court issued its decision, where part 1 of article 178 of the Labor code of the Russian Federation (“LC“) was recognized as inconsistent with the Constitution of the Russian Federation

On August 2, 2019 the Federal law (“Law”) amending the Federal law No. 115-FZ of July 25, 2002 “On legal status of foreign citizens in the Russian Federation” has been published on the official Internet portal of legal information http://www.pravo.gov.ru.

In its Ruling of April 2019 the Constitutional Court has explained that payments for work under deviant conditions cannot be included in the minimum wage amount.

Under the Federal Law “On drugs circulation” (Law), information on state registration of drugs in Russia shall be publicly available.
