On 2 July 2026, the Russian Government published RF Government Resolution No. 821 “On the Procedure for the Verification by the Operator of an Intermediary Digital Platform of the Information Contained in a Product, Work or Service Card Placed on the Intermediary Digital Platform, as Provided for in Clause 1 of Part 1 and Part 2 of Article 7 of the Federal Law ‘On Certain Issues of Regulating the Platform Economy in the Russian Federation’” (hereinafter, the “Resolution No. 821”).

On 24 June 2026, Draft Law No. 1209354-8 “On Amending Certain Legislative Acts of the Russian Federation” (“Draft Law”) was passed at first reading.

The Draft Law aims to establish a mechanism for control and supervisory authorities to respond promptly to threats to the life and health of citizens arising from the circulation of products, including goods subject to mandatory labelling.

June 2026 brought significant changes to Russian migration regulations: new notification forms for employing foreign workers have been approved, state fees for residence permits, temporary residence permits, citizenship applications, and entry invitations have been increased, and requirements for criminal record certificates have been tightened. In May 2026, a number of federal laws were adopted introducing significant amendments to the regulation of employment relations. Most of the new provisions will enter into force on 1 September 2026. Accordingly, employers are advised to assess, in advance, the potential impact of the upcoming changes on their existing HR processes, internal policies, and local regulatory acts.

On June 10, 2026, the President of the Russian Federation signed Federal Law No. 168-FZ "On Amending the Code of the Russian Federation on Administrative Offenses" (hereinafter referred to as the "Law"). The adopted amendments are designed to ensure the enforcement of decisions in cases of administrative offenses committed outside of Russia and directed against its interests.
