On December 13, 2018 Russian State Duma has passed in the third reading a draft law empowering the state healthcare control (supervision) body (Roszdravnadzor) to conduct test purchases (“Draft law”).

The Federal law No. 290 “On international companies” (hereinafter — the Law on international companies) and the Federal law No. “On special administrative districts” have come into effect on 3 August 2018. These laws adjusted procedure of redomiciliation and created special administrative districts on the islands Oktyabrskiy and Russkiy.

On November 28, 2018 the Federal law of November 28, 2018 No. 449-FZ “On amendments being made to separate legal acts regarding introduction of drugs into commercial turnover” (the “Law”) was published on the official web portal of legal information.

On the June, 26th 2018 the Plenum of the Supreme Court of the Russian Federation adopted the Resolution No. 27 “On challenging of the major and interested party transactions” (hereinafter — The Resolution).

Draft law designed to adopt electronic employment record books has been prepared by the Russian Ministry of labor (“Draft law”). As of the date of this legal update publication the Draft law undergoes public discussions stage.

On October 18, 2018 new wording of the Rules of state registration and re-registration of maximum sale prices established by drug manufacturers for those drugs, that are included in the vital and essential drugs list (“the Rules” and “the Drugs” correspondingly) has been enacted with the amendments introduced by the Russian Government Decree of 08.10.2018 No. 1207 “On amendments to the Russian Government Decree of October, 29 2010 No. 865 and of September, 15 2015 No. 979” (“the Decree”).

The new Bill No. 551219-7 has been introduced to the State Duma, which is going to change voting procedure for interested party transactions under Joint Stock Companies Law and Limited Liability Companies Law.

The Federal Law No. 280-FZ “On Organic Products and Amendments to Certain Legal Regulatory Acts of the Russian Federation” (“Law”), which regulates the production, storage, transporting, labeling and sales of the organic products, was officially published on 03.08.2018.

On 4 July 2018, Russian IP Court rendered a landmark judgment in case No. A40-132026/2017.

On 29 May 2018, the Supreme Court of the Russian Federation issued the Decree of the Plenum N 15 where clarified issues concerning regulation of labor relations with employers — individuals both with and without sole proprietors’ status, as well as with employers — small business entity. The Decree clarifies provisions of Chapter 48 and Chapter 48.1 of the Labor Code of the Russian Federation dedicated to issues regarding regulation of labor between the abovementioned parties.
