New Rules for Accreditation of IT Companies
On 30 September the Government approved Resolution No. 1729, which established new rules for the accreditation of Russian IT companies, replacing the procedure that was effective until 1 August.

Pursuant to the Decree, which established a special procedure for transactions with shares of Russian LLC, on 19 September 2022 the Government adopted Resolution on the procedure for issuing permits for such transactions.
The President issued Decree No 618 dated 08 September 2022, which established additional restrictions on transactions involving foreign persons in relation to shares of Russian limited liability companies.
On July 13, 2022, the President of Russia has signed the Federal Law No. 235-FZ “On Amendments to Article 15.25 of the Code of Administrative Offences of the Russian Federation”, which introduced significant changes in the application of administrative liability measures for violation of currency legislation.
On July 5, 2022, the President of the Russian Federation issued Decree No. 430 “On the Repatriation of Foreign Currency and the Currency of the Russian Federation by Residents Participating in Foreign Economic Activity”.
On June 29, the State Duma adopted the draft federal law “On control over the activities of persons under foreign influence” in the third reading.
The new sanctions measures have affected the sphere of consulting services – now their provision on the territory of the Russian Federation is significantly limited.
Under the bill “On Amendments to Article 201 of the Criminal Code of the Russian Federation”, introduced to the State Duma on April 7, 2022, it is proposed to bring to criminal liability for the performing in line with sanctions imposed on Russian persons.
The purpose of the economic restrictions imposed in February-April 2022 is officially declared to be “changing Russia’s behavior” and exerting “pressure” on those involved in the events in Ukraine. To this end, restrictions were imposed on various sectors of the Russian economy, as well as on citizens of the Russian Federation.
Prior to the new “packages” of economic restrictions in 2022, citizens of “unfriendly states” were not included in the SDN lists by the respective states. The situation is gradually changing: now the EU, the US and the UK citizens and companies are under attack.
On March 26, 2022, the Federal Law No. 64-FZ “On Amendments to Certain Legislative Acts of the Russian Federation” was adopted (“Law”).
