The Bank of Russia Has Partially Lifted Limits on Foreign Currency Transfers Abroad

On December 5, 2025, the Bank of Russia announced the partial removal of previously established limits on foreign currency transfers abroad for Russian citizens and individuals who are non-residents from friendly countries. The relaxations came into effect on December 8, 2025.

From December 8, 2025, to June 7, 2026, inclusive, the current restrictions on international transfers remain in place:

  • For non-resident individuals working in Russia, transfers exceeding their salary.
  • For non-resident individuals not working in Russia, and for legal entities from unfriendly states, any funds transferred abroad. This restriction does not apply to foreign companies under the control of Russian legal or physical persons.

Previously established restrictions by the Bank of Russia on foreign transfers of funds not exceeding:

  • $1 million USD or equivalent in other foreign currencies per month for Russian citizens and non-resident individuals from friendly countries to any accounts in foreign banks.
  • No more than $10,000 USD or equivalent in other foreign currencies per month for transfers through money transfer systems.

It is also noted that these bans do not apply to operations involving foreign investors who invest in the Russian financial market, through “In” accounts to accounts abroad.

Banks from unfriendly states can also make transfers in rubles using correspondent accounts opened in Russian credit institutions, provided that both the payer's and the recipient's accounts are opened in foreign banks.
