New Localization Requirements for Radio-Electronic Products and Products of the Photonics and Lighting Industry

1. Photonics and Lighting Products

On 16 December 2025, Resolution of the Government of the Russian Federation No. 2033 “On Amending the Resolution of the Government of the Russian Federation No. 719 dated 17 July 2015” was published.

The new revision will set forth the requirements, specified in the appendix to Resolution of the Government of the Russian Federation No. 719 “On Confirmation of Production of Russian Industrial Products” (hereinafter – “Decree No. 719”), including for:

  • Ultraviolet range LEDs;

  • Blue range LEDs;

  • Green range LEDs;

  • Red range LEDs;

  • Infrared range LEDs.

The aforementioned LEDs can be classified as Russian industrial products provided that the following total cumulative points are achieved for performing certain operations on the territory of the Russian Federation for each unit of product:

  • From 1 January 2026 – not less than 32 points;

  • From 1 January 2028 – not less than 35 points;

  • From 1 January 2029 – not less than 45 points;

  • From 1 January 2030 – not less than 70 points.

The operations for which points are awarded include, for example:

  • Use of an LED package produced in the territories of the EAEU member states (25 points);

  • Performing LED packaging works (mandatory operation) (13 points);

  • Conducting LED control testing (mandatory operation) (5 points), etc.

2. Radio-Electronic Products

On 8 December 2025, Resolution of the Government of the Russian Federation No. 1997 “On Amending the Resolution of the Government of the Russian Federation No. 719 dated 17 July 2015” was published.

The new revision will set forth the requirements, specified in the appendix to Resolution No. 719, for:

  • Solid-state data storage devices;

  • Computer system random-access memory (RAM).

The aforementioned products can be classified as Russian industrial products provided that the following total cumulative points are achieved for performing certain operations on the territory of the Russian Federation for each unit of product:

Computer system random-access memory (RAM)

from 1 January 2026 – not less than 45 points;

from 1 January 2028 – not less than 55 points;

from 1 January 2030 – not less than 75 points

from 1 January 2026 – not less than 45 points;

from 1 January 2028 – not less than 60 points;

from 1 January 2030 – not less than 70 points

The operations for which points are awarded include, for example:

  • Packaging of non-volatile flash memory integrated circuits (20 points);

  • Mounting of all electronic component base elements on a printed circuit board, assembly of the finished product (45 points);

  • Functional testing of the finished product and technical conformity control to the requirements of the finished product’s technical specifications (10 points), etc.

Significance of the Changes

The new provisions come into force on 1 January 2026, and serve to achieve the technological sovereignty of the Russian Federation through the localization of industrial production.
