Changes in Localization Requirements for Industry (Energy and Machine Tool Industries)

On 13 November 2025, the Resolution of the Government of the Russian Federation No. 1788 “On Amendments to the Government of the Russian Federation Resolution of 17 July 2015 No. 719” was published.

The requirements specified in the annex to Government of the Russian Federation Resolution No. 719 “On Confirmation of the Production of Russian Industrial Products” (“Resolution No. 719”) will be specified in a new edition and relate to the following products:

  • Direct current charging stations for electric vehicles;
  • Alternating current charging stations for electric vehicles;
  • Static electrical converters.

In addition, new Notes 67-69 have been added, establishing minimum point thresholds for the following products:

  • Direct current charging stations for electric vehicles – at least 54 points from 2026 and at least 64 points from 2028;
  • Alternating current charging stations for electric vehicles – at least 27 points from 2026 and at least 37 points from 2028;
  • Static electrical converters – at least 80 points from 2026 and at least 90 points from 2028.

The amendments enter into force on 1 January 2026.

Machine Tool Industry

On 14 November 2025, Resolution of the Government of the Russian Federation No. 1789 “On Amendments to the Government of the Russian Federation Resolution of 17 July 2015 No. 719” was published, which clarifies the requirements for bearings for the purpose of classifying products as domestically manufactured.

A new Note 70 is introduced into Resolution No. 719. Under this note, products for which classification as Russian industrial products require the use of ball or roller bearings manufactured in Russia (OKPD-2: 28.15.10) will be considered Russian only upon confirmation that these bearings comply with the specific requirements set out in the annex to Resolution No. 719. At the same time, if such bearings are used in products that have no analogues manufactured in Russia, this rule does not apply.

The amendments enter into force on 1 July 2026.

Significance of the Changes

The new requirements reflect a long-term government strategy for industrial localization in priority sectors, aimed at achieving technological sovereignty.
