On November 20, 2025, a series of bills aimed at comprehensively updating regulations in the field of countering the illegal use of insider information and market manipulation were submitted to the State Duma of the Russian Federation. The amendments affected the Law on Insider Information and the Law on Organized Trading, as well as related provisions of the Code of Administrative Offences and the Criminal Code of the Russian Federation. The legislative initiative was introduced by a group of State Duma deputies together with senators of the Russian Federation.

On 1 April 2025, the President of the Russian Federation signed Federal Law No. 49-FZ dated 01.04.2025 “On Amending the Civil Procedure Code of the Russian Federation” (hereinafter referred to as the “Law”).

The key amendments concern the procedure for reinstating missed procedural deadlines, including those for filing appeals, and the procedure for accepting appeals for consideration.

On 14 February 2025 the Draft Law No. 841857-8 “On Amending Articles 247 and 259.3 of Part One, Articles 689 and 700 of Part Two and Article 1137 of Part Three of the Civil Code of the Russian Federation” (hereinafter – the “Draft Law”), providing for the possibility of registering information on the order of possession and use of real estate in common shared ownership, was submitted to the State Duma.

On 19 December 2024, the competent committees of the Federation Council of the Russian Federation approved Bill No. 670471-8 "On Amending the Criminal Code of the Russian Federation (in terms of clarifying liability for certain crimes against minors and against public health)" (hereinafter - the “Bill”).

On November 14, 2024 the Constitutional Court of the Russian Federation has published Resolution No. 52-P on the case of verifying the constitutionality of paragraph 1 of Article 308.3 of the Civil Code of the Russian Federation, part 3 of Article 206 of the Civil Procedural Code of the Russian Federation and Article 419 of the Labor Code of the Russian Federation in connection with the complaint of Mr. S.S. Shapka.

On 31 October 2024 the Constitutional Court published Resolution No. 49-P on the case of checking the constitutionality of Articles 195, 196, paragraph 1 of Article 197, paragraph 1 and paragraph two of paragraph 2 of Article 200, paragraph two of Article 208 of the Civil Code of the Russian Federation (hereinafter - the “Resolution”), in which it considered the application of limitation period to claims for seizure of property obtained through corrupt activities in favor of the state.

On July 19, 2024, "Bill No. 676816-8 “On Amendments to the Federal Law “On Banks and Banking Activities and Certain Legislative Acts of the Russian Federation" (hereinafter - the "Bill") was submitted to the State Duma of the Russian Federation, providing for the possibility of opening branches of foreign banks in the territory of the Russian Federation. The Bill establishes the procedure and conditions for the operation of branches of foreign banks in Russia, as well as the procedure for their accreditation and the list of permitted banking operations.
